Malaysia practices a Parliamentary Democracy system under the administration of a Constitutional Monarch with His Majesty the Yang Di-Pertuan Agong as Head of State. The Federal Constitution was enacted with such conditions to enable the implementation of this system.

The 16th and current Head of Country is Abdullah of Pahang, replacing Muhammad V of Kelantan, who abdicated on 6 January 2019. Abdullah was elected on 24 January 2019 at a special meeting of the Conference of Rulers; he took the oath of office and was sworn in at the Istana Negara on 31 January 2019.

Introduction of Parliamentary Democracy System & Constitutional Monarchy In Malaysia

One of the criteria of the Parliamentary Democracy system is the division of power into three government parts: the Legislature, the Judiciary and the Executive (administration). As a country of Constitutional Monarchy, it is provided by the Constitution, the institution of the Yang Di-Pertuan Agong, Malay Rulers in nine states and the Council of Rulers.

Yang di-Pertuan Agong are empowered to preserve the customs of the Malays and the administration of the Islamic religion in their respective states. His Majesty the Yang Di-Pertuan Agong is the Head of the Islamic Religion for the states of Penang, Sabah, Sarawak and the Federal Territories.

Functions & Duties of His Majesty the Yang Di-Pertuan Agong

His Majesty the Yang Di-Pertuan Agong is the Supreme Commander of the National Armed Forces. He carries out his duties under the Constitution according to the advice of the Prime Minister and the Cabinet.

The kings become the Head of State and carry out their duties according to the advice of their respective Menteri Besar. According to Article 55 of the Federal Constitution, only His Majesty the Yang di-Pertuan Agong can call Parliament to a meeting. His Majesty also has the absolute power to stop or even dissolve Parliament.

Therefore, the Constitution provides His Majesty the Yang di-Pertuan Agong to set a Parliament session within six (6) months between the last session in the previous term and the date of the first meeting in the next term.

This national holiday celebrates the birthday of Yang Di Pertuan Agong, the King and head of state of Malaysia.

Yang di Pertuan Agong’s next birthday will be celebrated on 3 June 2024 (Mon). However, the birth date of the Yang di-pertuan Agong changed according to the current ruler. Starting 31 January 2024, the newest Yang di Pertuan Agong is the Sultan of Johor. So, this date of birth will likely change.

The birthday of the Agong is a public holiday listed under gazetted compulsory public holidays for employees under Section 60D (1)(a)(ii) of the Employment Act 1955 (Act 265). It cannot be replaced with another day and employees who are instructed to work on this date will have to be paid a public holiday rate in line with provisions under Act 265.
